If you have a concession card, you may be eligible to receive a discount on your water bill.

You can apply for a concession rebate using our online form. Once approved, we will notify your local council and they will apply the concession to your council rates.

Who can apply?

To be eligible for a concession rebate, the following conditions apply:

  • You must be a cardholder from the list below (select your card for details).
  • You can only receive a concession rebate on your primary place of residence.
  • You must own or rent the property (includes life tenants, retirement village, park home, or caravan park).
    - If you are a tenant, you must hold a Pensioner or State Concession card to be eligible for a rebate on water use charges and you must not live with the owner.
  • Your concession rebate is based on your percentage of ownership of the property.
    - Married or de-facto couples who co-own a property: full entitlements will apply if at least one partner is eligible.
    - Co-owned by other arrangements: entitlements will match your percentage of ownership (verified by Landgate).

If you hold a Veteran Card (formerly known as a DVA card), please note these aren’t eligible for a concession rebate. However, Veteran Gold Card holders may be eligible for a State Concession Card.

Eligible cards and rebates

  • Up to 50% rebate on service charges
  • Up to 50% rebate on water use charges
  • May be eligible to defer service charges
  • No interest charged on overdue bills

Annual caps apply per bill year. You can find when your bill year ends on the front of your bill under ‘Water use pricing’.

The service charges rebate for this card is capped at a maximum of $600 per bill year. Individual caps apply to each service: water at $108.86, sewerage at $436.15, and drainage at $54.99.

Your service charges will depend on the services available to your property and on the property’s Gross Rental Value (GRV). Check the back of your bill to see which service charges apply to you.

The water use charges rebate is capped at the following water use based on your property’s location:

  • Metro: up to 50% off the first 150kL. The maximum dollar amount is $150.15 in 2024-25.
  • South country areas: up to 50% off the first 400kL. The maximum dollar amount varies depending on the class of the town. For a Class 5 country South town, the maximum dollar amount is $646.13 in 2024-25.
  • North country areas: up to 50% off the first 600kL. The maximum dollar amount varies depending on the class of the town. For a Class 5 country South town, the maximum dollar amount is $846.33 in 2024-25.

You must hold both cards to be eligible. If you only hold a Commonwealth Seniors Health Card, you are not eligible for a concession rebate.

The service charges rebate for this card is capped at a maximum of $100 per bill year. Individual caps apply to each service: water at $18.14, sewerage at $72.69, and drainage at $9.17.

Tenant concessions

Tenants are only eligible for a water use rebate if they hold a Pensioner or State Concession Card.

  • Metro customers may be eligible for a concession of up to 50% off the first 150kL of water use per meter reading year.
  • North country areas may be eligible for a concession of up to 50% off the first 600kL of water use per meter reading year.
  • South country areas may be eligible for a concession of up to 50% off the first 400kL of water use per meter reading year.

How to apply

You can apply for a concession rebate using this online form or by contacting us. Once approved, we will notify your local council. They can then apply the concession to your council rates.

Updating or cancelling a concession

If you move into a new property or get a new or updated concession card, you’ll need to reapply for a concession rebate.
