Headworks delivery

Some subdivision projects require the delivery of new headworks infrastructure. This is to ensure the availability of services and to meet the servicing and clearance conditions of your subdivision.

For existing infrastructure, we may need to relocate it. This is to protect it from the impacts of your development.

Below, you'll find what you need to start the process of delivering or relocating headworks infrastructure.

Delivering new headworks infrastructure

Headworks infrastructure projects are planned and funded through our 5 year capital program. The program aims to fund the required infrastructure such as wastewater pump stations, main sewers or water distribution mains to service their subdivisions.

Overview of the process

1. Once confirmation that headworks infrastructure is required and obtained via our servicing advice form, the developer may request a scoping report brief to determine potential timing and their eligibility to deliver the project.
2. If deemed acceptable by us, the developer can deliver the project following our funded headworks delivery process:
   • Should the project be outside of the 5 year program, the developer can elect to fund the works with no reimbursement from us, following the developer funded headworks delivery process.
   • Or the developer can request its inclusion into the 5 year program.
3. The developer shall engage a prequalified consultant to commence the scoping process as per the scoping report brief.
4. Design of the headworks infrastructure is based on the accepted scoping report.
5. The headworks infrastructure is constructed by the developer and is then taken over by us. We'll reimburse the cost of the project to the developer as per the Developer Constructed Works Agreement.

This form requires the submission of a number of supporting documents as per the checklist below, so make sure you've got them on hand before starting your application.

• Any previous advice relating to proposed plan
• Water management plan
• Gantt chart for the progression of the development

Relocating existing headworks infrastructure

Some development works (subdivision, building, roadworks etc.) have the potential to impact existing headworks infrastructure. It’s up to the developer to consider how they can reduce the impact to an acceptable level and avoid damage.

The developer is responsible for any work or costs associated with relocating existing infrastructure. This includes:

• design and delivery of works
• decommissioning existing assets
• any isolations required

Overview of the process

1. The developer must seek approval to relocate existing infrastructure as per our working near assets process.
2. We'll review the request in accordance with our technical requirements and advise the developer if they have approval to relocate the infrastructure.
3. The engages a prequalified consultant to complete the detailed designs and submits the designs to us for approval through the headworks delivery process.
4. Construction of the new headworks infrastructure is completed by the developer and then taken over by us and commissioned.
5. The developer is liable for any decommissioning works required.
